§ Path: Ukraine
The cooperation between the Italian Ministry for the Environment, Land and Sea and the Ukrainian National Environmental Investment Agency started on 18th June 2009 with the signing of a Memorandum of Understanding on the cooperation on Climate Change, the development of Joint Implementation Projects and the participation to the International Emissions Trading under the Kyoto Protocol of the UNFCCC, in order to begin a bilateral cooperation in the environmental field with particular attention to the development and realization of potential project reducing greenhouse gasses emission in the framework of Joint Implementation mechanism. The objective of this MoU is to create a framework of co-operation between Parties in the area of climate change by providing a forum for regular bilateral high-level consultations and exchange of information, developing local capacity for JI related activities, stimulating development and implementation of JI projects activities in Ukraine, in accordance with Article 6 of the Kyoto Protocol, and identifying possible ways to implement IET activities based on the Article 17 of the Kyoto Protocol. The bilateral cooperation will focus on the following issues: energy efficiency, forestry management, biofuel, legal and technical assistance to introduce European directives and standards in environmental field.
The Ukrainian Party will contribute to the prompt development and implementation of JI activities by supporting interested project participants and by the formal approval of the project in accordance with relevant provision under the Kyoto Protocol.
The Italian Party will contribute to the development and implementation of emission reduction projects by:
- Supporting Italian investors/participants aiming to develop JI project activities in Ukraine;
- Supporting the implementation of the JI project activities in Ukraine;
- Purchasing the emission reductions generated from the JI project activities from project developers, in a manner to be decided by Parties.
