§ Path: Russia

Russia is one of the natural candidates for hosting Joint Implementation projects (JI), one of the flexible mechanisms of the Kyoto Protocol which allows companies from Countries with emission obligations to carry out projects aimed at reducing emissions in other Countries with the same obligations (industrialized Countries or those with economies in transition). The objective of the JI mechanism is to reduce total cost of fulfilment of Kyoto obligations permitting abatement of the emissions where it’s more suitable in economic sense.
In this context, the Ministry for the Environment, Land and Sea is active in developing relations with local institutions in order to start concrete activities of environmental cooperation. First results of these activities have developed the following agreements:
Voluntary agreement with Grand Urals Association: the Ministry for the Environment, Land and Sea has signed – in April 2008 – voluntary agreement with Grand Urals Association (Urals federal district) in order to identify and develop project opportunities of Joint Implementation.
Voluntary agreement with “Carbon Trade & Finance Sicar S.A.”: the Ministry for the Environment, Land and Sea has signed – in April 2008 – voluntary agreement with “Carbon Trade & Finance Sicar S.A.” (Joint Venture between Dresdner Bank and Gazprombank) for the promotion of Kyoto Protocol’s flexible mechanisms.

Activities in Russia include also projects related to:

  • Using of wood wastes for producing of BioOil in Sovetsky, Khanty-Mansiisk autonomous district
  • Utilization of the associated gas at the Zarechenka oil-gas field
  • Construction of the unit on cement production using the “dry” technology of clinker production at JSC Mordovcement
  • Construction at JSC Mordovcement of a gas and steam power plant
  • Construction at Mordovcement of a new cement production line which use the semi-dry technology
  • Worn-out wooden sleepers recycling with heat production
  • Construction of a new cement production line which use the “dry” technology at JSC «Sukholozhcement
  • Associated Petroleum Gas Recovery for the Kharampur oil fields of Rosneft
  • HFC-23 destruction at JSC Halogen
  • Associated petroleum gas flaring reduction and electricity generation at the Khasyrey oil field
  • Reduction of PFC emissions from RUSAL Krasnoyarsk Aluminium Smelter
  • Co-destruction of HFC23 and SF6 at “KCKK Polimer Plant”
  • Reduction of PFC emissions from RUSAL Krasnoyarsk Aluminium Smelter
  • Call for Expression of Interest for “Associated Petroleum Gas Recovery for the Kharampur oil fields of Rosneft”
