In 2005, the Italian Ministry for the Environment Land and Sea has signed a Memorandum of Understanding on “Cooperation in the field of the Environment and Sustainable Development” with the Macedonian Ministry of the Environment and Physical Planning. The cooperation aims to develop supporting activities for Kyoto Protocol implementation, environmental protection, natural resources improvement, environmental pollution reduction, legal assistance to adopt the Acquis Communautaire, and promotion of sustainable development trough programmes, initiatives and jointed projects.
For this purposes, the Task Force for Central and Eastern Europe of the Italian Ministry for the Environment Land and Sea has established a permanent office in Skopje, in order to provide for the Macedonian counterparts legal and technical assistance necessary to the build-up of institutional structures, able to realize environmental policies more focused on sustainable development.
Moreover, in 2009 a Memorandum of Understanding on “Establishment of Wind Database in Republic of Macedonia” between the Italian Ministry for the Environment, Land and Sea and the Macedonian Ministry of Economy has been signed. It is finalized to measure wind power in the Republic of Macedonia. The database will provide an institutional plan for the sustainable process of wind measurement and a database to be used for wind energy generation.

Main activities developed in the frame of Bilateral Cooperation

Scouting and promotion of CDM projects in Macedonia

Both the Italian and Macedonian experts in the Task Force for Central and Eastern Europe are involved in the analysis and definition of potential CDM projects in Macedonia able to reduce the emission of greenhouse gasses. The potential ideas are proposed to the Italian investors through a Call of Interest, and they obtain an Italian co-funding for the realization of studies of feasibility and PDDs (Project Designed Document).
The CDM projects regard the following fields: energy efficiency, renewable energy (hydroelectric, geothermic, wind, biomass), waste management, afforestation.
At present 10 different PDDs of CDM projects are on going.

Support to the DNA (Designated National Authority)

Assistance for a correct working of the DNA in the approval of CDM project according to Kyoto Protocol, provided by the University of Siena.

Technical and legal assistance

The Task Force in cooperation with University of Siena provides technical and legal assistance to the Macedonian Ministry for the Environment and Physical Planning, particularly focused to support issues related to the Law on Environment and adoption of European Union Acquis Communautaire.

Twinning “Strengthening the central and local level capacities for environmental management in the area of air quality”

Italy has been selected as Partner in a consortium with Finland and Austria for the implementation of the Twinning “Strengthening the central and local level capacities for environmental management in the area of air quality” in Macedonia.
The Italian Ministry for the Environment, Land and Sea is responsible for the Component 2 “Administrative capacity to implement the air quality legislation”.

Technical support for the remediation of the industrial site OHIS in Skopje

The industrial site OHIS is contaminated with lindane and other POPs (highly poisonous for human health) produced in the period between 1964 and 1977. The Italian Ministry for the Environment, Land and Sea is supporting the preparation of a detailed feasibility study and a conceptual design of the applicable remedial technologies necessary to receive international funding to reclaim the site.

”Solar Water Heating Programme” in Macedonia

In collaboration with UNEP, the Italian Ministry for the Environment, Land and Sea is financing a programme finalized to spread thermal solar systems, encouraging their use in Macedonian residential areas.
The project aims to facilitate the purchase and the installation of these solar water heating systems trough a suitable financial programme and to spread the know how among possible users in residential area.

Realization of an “Ecological Campus” in South East Europe University

The South Eastern Europe University of Tetovo is setting up an “Ecological Campus” including the use of renewable energy and the application of energy efficiency technology in buildings. The Italian Ministry for the Environment, Land and Sea is supporting the realization of a Climate Action Plan with the target of a “Zero Emission” Campus, moreover it will evaluate the possibility to contribute actively with pilot initiatives.
The Campus could become a spreading academic and technological center for the use of eco-friendly technology.

Realization of the Study on “Biomass availability for utilization form agriculture and forestry residues”

The Italian Ministry for the Environment, Land and Sea financed the study on biomass availability in Macedonia for energy use, developed with the support of experts from the University of La Tuscia (Italy) and University of Cirillo and Metodio (Macedonia). The study represents a basilar document for the scouting of new CDM projects in the use of biomass.

Technical assistance for issuing concession on integrated waste management in four regions in Macedonia

The project, with the support of REC Macedonia (Regional Environment Center), consists of technical and legal assistance to Macedonia in Waste Sector, in order to identify new landfills in the country and define procedures for concessions.

CDM Project Scouting

After the evaluation of the C02 saving potential, the Ministry for the Environment, Land and Sea has performed a scouting phase in order to identify specific project opportunities. More than 20 potential CDM projects have been identified in different sectors, and 10 of them are actually in the pipeline: in details, one related to waste water management, six focused on renewable energy sources and three related to energy efficiency. All the projects have been presented to Italian or Italo-Macedonian enterprises willing to invest in these sectors.
